Carroll County Emergency Management Overview

Located in historic Carrollton, Kentucky, Carroll County Emergency Management consists of a dedicated team of volunteer and paid professionals providing a wide range of emergency services to Carroll County and the surrounding areas. The department is tasked with mitigating, preparing for, responding to, and recovering from natural and man-made disasters across the county and its five incorporated cities: Carrollton, Ghent, Prestonville, Sanders, and Worthville.

As part of Kentucky's Emergency Management Region 6, Carroll County Emergency Management serves as a vital link between the local community and state emergency resources. It is responsible for critical services like 911 Addressing, Shelter-in-Place programs for public and private institutions, and overseeing the Carroll County Regional Notification System and Community Outdoor Warning Systems (COWS). The department also manages the daily operations of the Carroll County Emergency Operations Center (EOC), housing multiple agencies such as Search and Rescue, Emergency Medical Services, and Water Rescue.

While law enforcement and fire services operate independently, Carroll County Emergency Management coordinates closely with these agencies to ensure comprehensive emergency response across the region.

The department continuously evaluates and improves its capabilities, pursuing grants from organizations like the Department of Homeland Security, Kentucky Emergency Management, and FEMA to reduce the financial burden on local taxpayers. The department also actively participates in various regional boards and committees, including the 911 Board of Directors, the Northern Kentucky Regional HazMat/WMD Team, and the Carroll County Emergency Planning Committee, among others. Through training, planning, and community collaboration, Carroll County Emergency Management remains dedicated to preparing for the worst, while hoping those events never occur.
