Carroll County Brownfield Assessment Program will administer $500,000 from the US Environmental Protection Agency (EPA) received through a Brownfield Assessment Grant for brownfield site inventory creation, planning, environmental assessments, and community outreach.
What is a Brownfield?
A brownfield is an abandoned or underutilized property where there is possible environmental contamination, real or perceived. The US EPA defines a brownfield site as “a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.”

Brownfield Steps
Completing site assessments provides the developer/property owner with information to determine if:
(1) The site is impacted by historical use.
(2) If impacted, what support and options exist for clean-up and redevelopment, and how much will it cost.
Sites will be added to the inventory and assessed based on a priority ranking system that is in line with the county’s already established redevelopment plans.
After completing the initial 3 steps, the City will explore future opportunities and funding sources to complete steps 4 and 5 for remediation and redevelopment.

Provide funding to support local redevelopment planning efforts.
- Improve tax base, job numbers, property values, and reduce additional environmental concerns. 
- Leverage federal programs with state brownfield programs that help with cleanups when necessary. 
- Allow developers interested in a property to acquire vital information to determine if they want to pursue redevelopment of a property. 
- Reduce crime rates in brownfield revitalization areas when dilapidated structures where illicit activities have historically taken place are redeveloped. 
- Bring communities together.
